USAID: Bangladesh Advancing Development and Growth through Energy (BADGE), Contract No. 72038820R00006, February 2022 to June 2025:

The USAID’s BADGE project will achieve the following results:

  • Enabling environment for advanced energy technologies;
  • High performing energy institutions;
  • Transparent and best-value energy procurement, and
  • Increased participation in regional energy trade.

WB-Technical Assistance on Clean and Energy Efficient Cooling for Livestock Supply Chains in Bangladesh, October 2023 to March 2025:

The specific objectives of the assignment are: ESMAP funded TF activity “Energy efficient cold chain solution for the livestock supply chain- Phase 1” aimed at investigating cold- chain related gaps and needs in Bangladesh. One of the major findings of that study was that there is a lack of preference for chilled meat and chilled milk among the consumers. This follow-up activity is to figure out how different behavioral models can help increase the demand for chilled milk, chilled meat and therefore increase the adoption of energy efficient cold chain solutions. The results from this activity will support the investment activities within the ongoing lending operation (LDDP- P161246).

The knowledge product will directly inform actors of the livestock sector (poultry, large ruminant meat, small ruminant meat, and dairy) in Bangladesh with an aim to foster clean and efficient cooling systems within LDDP-supported investments, through:

  • Undertaking a pilot study to help the Bank in supporting the government on how behavioral models can shift consumer’s preferences towards chilled meat and chilled milk and impact the adoption of cold chain systems or elements in the overall livestock value chains.
  • Recommendations for climate-friendly solutions and technologies that can be appropriate in Bangladesh’s livestock supply chains.

This work will assess and design options that would provide guidance to the Government of Bangladesh to remove behavioral barriers to cold chain development, including limited access to energy in rural areas, poor and congested transport infrastructure, lack of incentive for private sector investment, etc.

GoB-JICA: Consultancy Services for Institutional Development of Coal Power Generation Company Bangladesh Limited (CPGCBL), August 2022 to 2025:

The objectives of the project are: To implement efficient Corporate Management Plan/Human Resource Management Plan, Establishing of Financial and Accounting System, Nursing work for the New Financial and Accounting System, Promotion of TQM and the Introduction of the Performance Management System.

JICA-GOB: Consultancy Services for Suitable Coal Sourcing Support of Coal Power Generation Company Bangladesh Limited (CPGCBL), Matarbari, Cox's Bazar, September 2022 to 2025:

The specific objectives of the assignment are:

  • Assistance in procurement process (ICB)
  • Assist CPGCBL in international competitive biddings

WB: Advisory Support on Developing Road Sector PPP Projects, June 2022 to December 2025:

The scope of the work as follows:

Task 1: Sectoral Review

  • Review current regulatory framework and identify key issues/risks for a successful roads PPP
  • Review the industry and Government experience on ongoing PPP road projects under implementation by Roads and Highways Department (RHD) (Dhaka bypass and Demra-Amulia-Rampura road) and Bangladesh Bridge Authority (BBA) that can be compared to learn the local issues and potential way forwards.

Task 2: Initial Screening

Review the two proposed road projects of RHD and advise whether these could be implemented through PPPs, considering the following:

  • Is there sufficient basic information about the project to enable an initial qualitative assessment of its PPP potential? This shall include a quick assessments of traffic levels both passenger and freight through secondary sources/methods.
  • Is there an identifiable source of revenue and/or payment stream (including government support)?
  • Compare against similar projects implemented in the country/region through PPP?
  • Find the readiness of the Projects, value added of implementing the projects as PPP, the impact of the Projects on Competition and private monopoly
  • Analyze the ability and willingness to Pay by users
  • Preliminary checking of Affordability of Government considering Direct/Contingent Liability if the Project is implemented under PPP

Task3: Develop an action plan for development and implementation of the prioritized project(s)

  • Identify the critical path for the successful preparation and implementation taking into consideration technical, fiscal, socio-economic, environmental, regulatory and legal, economic and financial/commercial considerations.
  • Analyze and outline the types of major risks for Government and Concessioner.
  • Outline the major administrative and asset-based support needed for the project. Are any of them essential, but difficult to ensure for social or political reasons? Approximate information for Land Acquisition, Resettlement and relocation of utilities are expected which can be detailed in feasibility studies.
  • Develop early-stage project structuring, including the need for VGF/Annuity/Availability Payment, credit enhancements such as IDA credit and GU etc.
  • Advise and provide information for RHD to prepare PPP Proposal in the prescribed format of Public Private Partnership Authority (PPPA) towards obtaining In Principle Approval of the PPP Projects from Cabinet Committee on Economic Affairs (Annex-2)
  • Develop a detailed outline for the feasibility studies for the projects
  • Assist WB and RHD team to develop detailed ToRs for engaging a consultant/Transaction Advisor to prepare a detailed feasibility study for the projects.

USAID-IFDC Annual Adoption Survey of Feed the Future Bangladesh Climate Smart Agriculture Activity, September 2024 to October 2024:

The broad objective of this study is to undertake a comparative analysis to assess rate of climate smart variety and technology adoption and Activity’s contribution in bringing about a change in the economic outcomes of climate smart technology adoption of targeted crops (rice, vegetable, pulses & oil seeds) in the FtF zone. The specific objectives of this assessment are:

  • To assess the Factors, Performance and Impact of CSA implemented intervention of varieties, technologies and practices of different crops, which includes the assessment of adoption, yield, gross margin, income, etc
  • To assess the spill over effect (copying/copycat) and unintended results of intervention at producer level
  • To assess the inclusion of and uptake by female and youth in FTF zone

GoB-IMED-Impact Evaluation of the Project "Rehabilitation of the Ganges-Kobadak Irrigation Project (2nd Revised)", December 2023 to June 2024:

The objective of this study : The G-K Project represents an irrigation system in which water is lifted from the Ganges River by pumps and is distributed by gravity canals. Flood control and improvement of drainage are minor components of the system. The objectives are to increase food production, improve cropping patterns and improve the socioeconomic conditions of the farmers. Other objectives are to increase food production and water flow, increase cropping intensity. The project is also aimed at improving the overall drainage system of the area with 971 km long drainage canals and has constructed 228-km long inspection roads, 39 km dam and several culverts.

WB-Baseline Data Collection with Smallholder Rice Farmers in Cambodia (Contract No. 7210969), November 2023 to June 2024:

The objective of this study is to better understand the conditions of farmers participating in the IFC project in the following areas:

  • Poverty and Household living income, in particular income from rice
  • Food Security and Diet Diversity using FAO's FIES & WFP's FCS tools respectively
  • Good agricultural practices based on Sustainable Rice Platform (SRP) standards
  • Paddy yield and farm economics including production costs
  • Paddy sales and access to markets
  • Access to Finance
  • Gender related questions

Additionally, the assignment sets out to:

1. establish a baseline for farmer livelihood and crop production related indicators before the start of project implementation; and

2. Identify a set of counter factual farmers (control group), which can be used as a counter factual scenario in a difference-in-difference analysis at the time of the endline survey.

June 2023 collecting detailed household and farm-level information will help shaping and customizing project activities according to farmers’ specific needs. In addition, the data collected serves as a baseline to be able to assess how IFC project impacts the farmers in the above-mentioned areas after project completion. Understanding the project’s impact on farmer livelihoods and farming practices is important to assess whether the project has achieved its objectives and furthermore contributes to improving the effectiveness of future projects.

USAID - Biodiversity Impact Analysis & Environmental Assessment of fish farming in a 660KW AC grid tied floating solar plant at Chapai Nawabganj, Bangladesh under BADGE Project, May 2023 to September 2024:

The specific objective of the study is to find out the possible impacts of the 660KW AC grid tied floating solar plant on the surrounding aquatic life of the water body.

The scope of services under this assignment includes the following:

  • Identify the anaerobic condition due to the design of the FPV and floats covered 35% area that restricts oxygen and gas exchanges between the water surface and ambient environment which affects microbial community and water chemistry of the ambient ecosystem to be assessed and certified by Department of Fisheries.
  • Analyze the impact when the solar radiation that penetrates the water is substantially reduced, due to coverage of most of the water surface by PV panels, the water ecosystem might be affected negatively. This is despite the positive impact on algal growth reduction. Water temperature also will deviate from natural levels, which is caused by coverage of the surface by PV panels and floats.
  • Identify the risks of chemical pollution because of sudden or gradual releases of chemicals during the installation, maintenance, or lifetime of the FPVs are also of the potential concerns. This could include chemicals that compose PV panels or are part of the floats or electrical and mechanical equipment of the FPVs components.
  • Analyze the impact due to corrosion and degradation overtime could release chemicals and Micro plastic from different components used in FPVs.
  • Identify the impact of electrical equipment, especially those that are directly in contact with water, could create electric fields, which might have an impact on the environment.
  • Identify the underwater noise pollution during the construction and periodic maintenance period of FPVs.
  • Identify the risk fire incidents, using fire extinguishers and sink of the FPVs floats could cause chemicals release into the water ecosystem.

USAID- Transforming Gazipur PBS-1 as a Center of Excellence (COE), under Bangladesh Advancing Development and Growth through Energy (BADGE) Project, November 2022 to May 2024:

The prime objective of the proposed need assessment study is to formulate strategic recommendations and develop a roadmap for transforming existing PBSs into modern, efficient electricity-service delivery centers, capable of catering efficient and best-valued services to consumers in a way that can be treated as the Centre of Excellence (COE)in accordance with the target of BADGE Project. The study will work out a comprehensive plan to design and develop a Center of Excellence (COE) for other PBSs or distribution utilities, which will be accomplished through a detailed analysis of services and activities of Gazipur PBS-1.

UNWOMEN - Study on Women Owned SMEs in Bangladesh to Advance Women's Economic Empowerment in Business with a Focus on Grassroots Women Entrepreneurs, November 2022 to March 2023:

The specific objectives of the assignment are:

  • Identify potential sectors of women owned SMEs and assess opportunities and challenges to get access to resource and markets (domestic and export markets), while considering the disaster and climatic vulnerability contexts
  • Review existing institutional mechanisms (financial, digital, skills development and other support system) to enhance women’s access to market (domestic and export markets) and increase quality of products.
  • Recommend strategies and interventions to promote women owned SMEs with a focus on grass roots women entrepreneurs as an important contributor to sustainable economic growth of the country.

BRAC- Need and Market Assessment of Livelihoods Opportunities for the Rohingya Refugees in Bhasan Char, Noakhali, November 2022 to December 2022:

The specific objectives of the assignment are:

  • To map out the existing knowledge & skills; and potential livelihood opportunities (both Agri and non-Agri) in climate smart agricultural production, agriculture based small scale enterprise, and off farm activities for the Rohingya in BC based on the local context, which have more potential for growth and could be further promoted.
  • To assess scale and level of livelihood activities (both Agri and non-Agri) at individual and community level which are needed for the refugees living in the camps of Bhasan Char that are aligned to their agricultural practices and labour market demand of Rakhine state of Myanmar.
  • To analyse the market demand and supply situation (both Agri and non-Agri) and ensure meaningful participation of Rohingya people including current challenges of livelihood activities and possible strategies to overcome them.
  • To explore the value chain development and possibility of engagement of BRAC social enterprise and other private sectors for better market linkage creation.

AECOM, India: Consultancy Services for Proposed 50 MW Solar Power Project in Chattogram, November 2022 to June 2024:

Scope of work for obtaining Environmental clearance of the Department of the Environment (DOE), Bangladesh for the solar Power project in Chittagong would be as below:

  • Arrange and support on creating clients account on DOE website for submission of application
  • Consult with DOE regarding required documents for IEE application.
  • Arrange and submission of IEE application to DOE for site clearance.
  • Follow up with DoE for obtaining site clearance at the earliest.

USAID- Diagnostic Study for Energy-based Livelihood Opportunities for Host Community in Rohingya Camp Area in Cox's Bazar at Ukhia and Teknaf Upazilas, under Bangladesh Advancing Development and Growth through Energy (BADGE) Project, October 2022 to April 2023:

Objectives of the Study: The study would identify the options for the inhabitants of Ukhia and Teknaf Upazilas under Cox’s Bazar District to attain sustainable livelihood based on energy and strengthen socioeconomic status of host community through creating self-reliance opportunities and improving economic inclusion thereby fostering peaceful coexistence, ensure protective environment for persons at sensitive protection risk, including children, girls, boys, women and men of all ages and reduce vulnerabilities and enhance adaptation to climate change through awareness raising and capacity strengthening of all stakeholders.

Humanity & Inclusion, UK: Consultancy Services for Persons with Disabilities in the Context of the Climate Crisis: Impacts, Challenges, and Pathways for Inclusive Climate Action in Nepal, October 2022 to January 2023:

Objectives of the Study: The aim of this study is to further explore and analyse the different ways in which climate change affects the wellbeing and livelihoods of persons with disabilities, drawing from data collected and analysed in a selection of contexts where HI operates. The consultant will focus on the country where HI operates, across Asia and Africa; specific country identified as Nepal. Climate crisis in Nepal is a very crucial issue that includes Drought, Forest fires, Flooding, Glacial Lake outburst floods, Changes in monsoon patterns, Melting of ice, Glacier retreat, Annual increase in temperature per decade by 0.41°C.

BRAC: Conducting a Baseline Study of the Awareness, Actions and Advocacy for Gender-Equal and Safe Spaces for Women and Girls (AGNEE), September 2022 to November 2022:

The baseline survey also provides a benchmark for measuring the progress of the AGNEE project through a situation analysis and needs assessment of SH and GBV in the targeted districts. Thus, this survey will attempt to provide the current status of the indicators in the results framework and facilitate monitoring of progress towards meeting programme objectives:

  • Identify the current landscape or status of SH and GBV in work and public spaces including the digital platforms in the targeted districts.
  • Determine baseline values of key impact and outcome indicators (added in the scope of work) disaggregated by sex and male/female-headed as appropriate.
  • Identify the key challenges in implementing SH and GBV related interventions in targeted districts and come up with actionable set of recommendations to address those.

IFC: Cambodia - Endline Impact Assessment of Rice Farmers in Cambodia, Contract No. 7203888, Solicitation No: ECC1277693, February2022 to August 2022:

The objectives are to assess the attributable impacts of the projects on farmers participating in the IFC projects in the key following areas:

  • Income from rice sales
  • Adoption of SRP and other farm management practices recommended by IFC project and impacts of the adoption on average yield;
  • Financial literacy and farm management practices;
  • Gender related outcomes, particularly relating to women’s roles and empowerment

Understanding the projects' impacts on farmer livelihoods and farming practices will be important to assess whether the projects have achieved its objectives and furthermore contribute to improving the effectiveness of future projects.

WB: Electric Mobility - Market Assessment, Business Model and Roadmap, November 2021 to March 2022:

The objectives of the assignments are: Assess market potential for E2W, E3W, E-fleet, E-buses and charging infrastructure in Bangladesh with deep dives in Dhaka.

  • Evaluate business models and related financial models with private sector participation for each segment in Bangladesh and Dhaka and identify those that offer the most potential for scale.
  • Develop specific recommendations on policy, regulatory, institutional and procedural amendments that Transport/Energy departments and Municipal Corporations can adopt to foster EV commercial activity and promote viability of business models, in alignment with national policies.
  • Based on Modules 1-2 (refer to section 3: scope of services), the Consultant will develop a roadmap, including specific recommendations to inform the Government’s deliberations regarding interventions on policy/ regulatory/ institutional/ financial/ procedural/procurement aspects that will enable private sector participation for scaling up EVs and charging infrastructure.

UNDP-UNCDF: Feasibility Study on Waste to Value Conversion in Five Urban Local Bodies in Bangladesh-UNCDF, August 2021 to August 2022

The objectives of the assignments are:

To conduct a comprehensive feasibility study on value conversion possibilities (especially energy generation) from municipality wastes. This would entail the assessment of quantity and quality of municipal waste, capacity of the municipality to collect, sort and deliver waste for processing, identification of suitable value conversion technology, evaluation the existing legal framework, social context, engagement of relevant stakeholders to set up optimal waste to value / energy plant(s), and propose detailed design and plant specifications in these areas. The focus of the study is for five urban local bodies: four (4) municipalities, namely Cox's Bazar, Habiganj, Brahmanbaria, Dinajpur and one City Corporation Mymensingh.

GOB-WB: Study on Cost and Return Analysis of Different Livestock Farming Activities in Bangladesh under NATP-2, December 2020 to June 2021

The objectives of the study are to:

  • Measure the farm level economic efficiency of different type of livestock production system (extensive, intensive, mixed production system) of four major value chains - dairy, beef, goat, and poultry using an accepted econometric method;
  • Comparison of economic efficiency across value chains, expressed per of unit labour or livestock unit (LU);
  • Understand the differentials or factors at farmer's level which contributes to the enhanced economic efficiency; and
  • Undertake a price sensitivity analysis considering the fluctuating input costs over time, and predict future economic trends in Bangladesh livestock sector.

RCC-GOB: Feasibility Study for Modernization of Waste Collection and Dumping Management in Rajshahi City, November 2020 to February 2021:

The broad objective of the assignment is to prepare a study report on Sustainable Environmental Management in RCC. The specific objectives of the assignments are:

  • To analyze present Solid Waste Management Conditions of Rajshahi City Corporation;
  • To propose a feasible Project aimed at Integrated Solid Waste Management for RCC;
  • To develop an Environmental Parameter database for efficient planning and management of RCC Environment.

Department of Cooperatives-GoB: Feasibility Study on Empowering Women Through Cooperatives: Enhancing Skill Development and Entrepreneurship, January 2022 to February 2022:

The objectives of the assignments are:

  • Creation of women cooperative entrepreneurs across the country through the development of job-oriented skills.
  • Ensuring sustainable economic inclusion of women co-operatives through the formation of co-operative societies’ self-funds.
  • Expansion of modern methods of production-oriented activities through cooperatives in rural areas.

GoB-IMED: Impact Evaluation of the Project "Construction of 4-Lane Flyover at Bhulta, Narayanganj on Dhaka-Sylhet National Highway (N-2) (2nd Revised)", January 2022 to June 2022:

The objectives of the assignments are:

  • To Construct flyover to ease traffic movement on Dhaka-Sylhet National Highway (N-2) and Dhaka-Bypass National Highway (N-105) at Bhulta Intersection.
  • Facilitate the movement of goods and passengers from the capital Dhaka to Sylhet and from the port city Chittagong to the north and northeast; and
  • To reduce traffic congestion in the Bhulta Bazar / Commercial area, the junction of districts and Upazilas located in the perimeter of the rapidly expanding Dhaka city.

GoB-IMED: Impact In-depth Monitoring of "4-Laning of Cumilla (Tomsom Bridge)-Noakhali (Begumganj) Regional Highway (1st Revised)" Project, January 2022 to June 2022:

The main objective of the project is to construct sustainable, safe, and cost effective road infrastructure and integrated road communication system by upgrading the existing regional highway from Cumilla (Tomsom Bridge) to Noakhali (Begumganj) up to 4 lane.

GOB-IMED: Impact Evaluation of Construction of Sheikh Kamal Setu, Sheikh Jamal Setu and Sheikh Russel Setu on Patuakhali-Kuakata Road (3rd revised) Project, February 2021 to June 2021:

The objectives of the assignments are:

The main objective of the project is to establish uninterrupted road connection from Patuakhali to Kuakata by constructing 3 bridges on Patuakhali-Kuakata road.

GIZ: To Conducts Energy Auditing Services for 12 Public Buildings in Bangladesh, October 2020 to June 2021:

The objective of the energy audit is as follows:

  • To perform energy audits in 12 public buildings (shortlist of 16 buildings) as per approach of the standard ANSI/ASHRAE/ACCA standard 211-2018 (Level-II)
  • To assess the cost-benefit of the potential energy efficiency measures and energy saving action plan along with possible renewable energy integration option as part of the energy efficiency improvement measure in connection with the project.

WB: Land Bank Identification for Utility-scale Solar PV Park Development in Bangladesh, April 2019 to July 2021:

Objective of the assignments.

The objectives of study to collect data from various sources to shortlist district for further investigation. Based on the collected data and information, the Consultant(s) will prepare a Report to propose one district and all of their upazilas for the next tasks. In addition, sites and islands emerged from rivers shall be identified and screened for the next tasks. The Consultant(s) shall visit DC Offices, UNOs and any other relevant administrative bodies to identify potential land banks/sites, at minimum about [200] acres, of which the majority is owned by the public sector, the government, government agencies or SOEs.

To visit shortlisted district physically to verify land records and ownership with support from DC offices, UNOs and any other relevant local administration bodies. The ownership of newly emerging land and islands will be also verified by local offices, though most likely under the government. While visiting DC offices and UNOs for verification purpose, if some potentially promising sites are verified to be largely owned by the public sector, the Consultant(s) shall visit the sites to check physical conditions and suitability for utility-scale solar PV development. In case where the sites are partially owned by the private sector, a mouza map indicating the portion of private land and the list (or the number) of private owners should be collected. The Consultant(s) will prepare a Report, which explains the verification process and the findings and list out the potential sites where the majority ownership is on the government.

BRAC-SDC: Baseline Study of SDC BRAC Social Cohesion Fund for Cox's Bazar District, January 2021 to March 2021:

The overall objective of the consultancy assignment is to:

  • Analyze the socio-economic context of Cox's Bazar after Rohingya influx.
  • Analyze the strains faced by the host community and their coping mechanism in the changed scenario.
  • Legal and social constraints and challenges faced by the community in past three years (House Hold level).
  • Mapping on Government and non-government initiatives for improving social cohesion of Cox's Bazar.
  • Existing local mechanism to resolve disputes within the community.
  • Level of Community awareness on laws related to SGBV, family laws, human trafficking, child marriage, social cohesion and access to legal services.
  • Level of awareness among the teachers and students in educational institutions.

GOB-JICA: 5th Performance Assessment Survey of Upazila Parishad under Upazila Governance and Development Project (UGDP), Local Government Division, Ministry of Local Government, Rural Development & Cooperatives, January 2021 to ongoing:

The objectives of the performance assessment survey of Upazila Parishads (the Work) are to collect data of performance indicators for conducting performance assessment of all Upazila Parishads and rank according to the performance scores.

The Contractor will form the Survey Team, which will work under the supervision of PMU. The Survey Team will be responsible for collecting and analysing the data of performance indicators in order to assess the performance of Upazila Parishads and prepare report.

UNDP: Baseline Study of SID-CHT Project (Contract No. UNDP-BD-RFP-2020-005), March 2020 to June 2021:

The study aims to assess the overall inclusive development prescribed and implemented through Strengthening Inclusive Development in Chittagong Hill Tracts (SID-CHT) Project. The overall objective of the baseline study is to assess the pre-project conditions in terms of community land, resources and its management; how local people participate to influence decision making and how local governments are responsive to democratic governance and effective services. Along with this overall objective, the specific objectives of the baseline survey are to.

  • Collect baseline data considering control and treatment groups from different components and indicators of the project;
  • Conduct initial analysis of the data collected from field;
  • Generate a set of benchmarks in terms of relevance, validity, efficiency, effectiveness, impact and sustainability that will assist making comparisons at the end of the project;
  • Conduct a short gender analysis (overall women economic and social empowerment) from the sample data; and
  • Provide programmatic recommendations on what needs to be considered in project implementation based on the major findings.

Relapsing during and post treatment of patients of substance abuse makes the therapy received so far useless for the patient in treatment. UNWOMEN-Bangladesh: Baseline and Endline Survey for Community Cohesion Amongst Women from Rohingya Refugees and Host Community Programme, May 2019 to ongoing:

Objective of the assignments.

The overall objective of the baseline survey is to assess the current and the pre-programme implementation status of all relevant indicators. The baseline study will establish benchmarks for the effective project planning and implementation, as well as form the basis for progress monitoring of the achievement of the intended outputs and results, through the collection of qualitative and quantitative facts, figures and indicators of the situation of the program.

The overall objective of the end-line survey is to assess the progress, results and impacts of the project intervention. The expected outcomes of the end-line survey are an end-line document that will help measure the progress, results and impacts of project intervention in Rohingya Camp and host community areas. It will follow the parameters considered during the baseline.

IFC: Impact Evaluation of the "Climate Resilient Agriculture and Food Security" Project, March 2015 to July 2019: The Project is divided into two phases, a Pilot Phase from February 2015 to August 2016 and a Scale-up Phase from September 2016 to December 2018. As the Scale-up Phase is dependent on the outcomes of the Pilot phase, a contract will be offered to the winning firm from February 2015 to December 2016 to conduct baseline assessments and a rapid midline assessment at the end of Phase 1 of the project.

Key Stakeholders

IFC's Climate Resilient Agriculture and Food Security project is expected to address the issues highlighted above through effectively delivering CSA interventions. IFC will implement the project in collaboration with a number of stakeholders, namely:

The project is expected to reach 75,000 farmers (7,500 in Pilot Phase and 67,500 in Scale-Up Phase), of which:

7,500 are women farmers
45,000 farmers will have adopted CS Agri practices (4,500 are women)
30,000 farmers (men and women) will be exposed to an ICT-based early warning system.

The overall project impact targets are to increase cropping intensity by 150%; increase lead firm revenue by 13%; increase farmers crop yield by 20%; translating to farmer revenue increase by 15%.

GoB-POCL: Consulting Services for Feasibility Study for Construction of Jet-A1 Pipeline from Pitolganj (near Kanchan Bridge) to KAD including Pumping Facilities: Topographic Survey and Soil and Geotechnical Investigation, November 2016 to February 2017: The objective is to ensure an effective, hazard free, reliable and cost effective method of transportation of Jet A-1 fuel from Pitolganj (near Kanchan Bridge) Depot (proposed) to KAD (approx. 16 Km).

Scope of Work:

  • Carry out topographical survey along the selected pipeline route with GPS locations in 100 m intervals.
  • Carry out geotechnical survey for all the proposed developments.
  • Carry out Cadastral Survey along the proposed pipeline route.
  • Pre-feasibility study and identification of most economical and shortest pipeline route options.
  • Identification of the crossings encountered by the pipeline.
  • Identify Land availability, Ownership Details, need of Land acquisition and Land utilization pattern.
  • Provide an estimate for the land requirements associated with the construction of the pipeline, and assisting land acquisition related issues.

GOB-IMED: Impact Evaluation Study of the Project Electrification of 165 Nos. BOP of Border Guard of Bangladesh by Solar Power System, February 2016 to June 2016:

The specific objectives of this study are as follows:

  • Review whether implementation of various components/activities has been achieved as per design and specification in the sampled areas;
  • Examine whether the procurement process (Invitation of tender, evaluation of tender, approval procedures, Contract awards etc.) of the packages (goods, works and various services ) under this project was done following PPR-2008. The consultant will be required to analyze these procurement related functions based on pre-determined indicators;
  • Identify in-built strengths and probable opportunities as well internal weaknesses and external threats towards implementation of the project activities.(SWOT);
  • Review the resent functional status of major outputs in the sampled areas and reasons for any deviation and bottlenecks;
  • Review whether procurement and installation of all types of machineries, equipment and materials are done as per specification in the sampled Solar Power Systems to a total 165 Nos. of BOP;
  • Review whether connection of solar power system to the targeted rooms was done as per plan and schedule time;
  • Assess impact of solar panel system connection on improving the socio-economic condition country in general;
  • Assess smooth functioning of electronic ad Tele-communication equipment in the BOP/Camps;
  • Enhance the capacity of BGB people because counterparts are getting better facilities or advantages from electrical resources and
  • Provide recommendation for more cost-effective installation and use of solar panels and Tele-communication equipment and to identify the best practices for replication in other project areas.

Baseline Survey - Jamaica Coffee (WB Procurement # 1201428), December 2015 to March 2016: The purpose of this consultancy is to conduct a baseline survey of participant coffee smallholder producers in Jamaica. The study is targeted to establish baselines for project’s key indicators and other value chain specific indicators, as well as to provide basic information needed to define producer activities and support in the design of project activities.

GoB-LGED: Environmental Assessment and Prepare an Environmental Impact Assessment Report of 11 (Eleven) Bridges, May 2015 to July 2015: The overall objective of this assignment is to carry out comprehensively environmental assessment in order to ensure that the process and outputs of environmental aspects have compiled with the policies, guidelines and strategies of the Government of Bangladesh. Specific objectives include:

  • To carry out Environmental Assessment of different bridges at different district.
  • To prepare an Environmental Assessment (EIA) Reports of different bridges.

IFC: Conduct an Evaluation of the Field Activities of the Agri-SEED Program (Contract No. 7166552), April 2013-December 2015: The International Finance Corporation (IFC), a member of the World Bank Group, creates opportunity for people to escape poverty and improve their lives. IFC fosters sustainable economic growth in developing countries by supporting private sector development, mobilizing capital, and providing advisory and risk mitigation services to businesses and governments.

South Asia Enterprise Development Facility (SEDF) aims to create opportunities and improve lives. SEDF is managed by IFC, in partnership with the UK's Department for International Development and the Norwegian Agency for Development Co-operation. SEDF in collaboration with Supreme Seed Co. Ltd., ACI Seed Ltd, and Lal Teer Seed Co. Ltd have started interventions under the Agri-SEED Project to promote and deliver good quality, high yielding and stress tolerant seeds to increase the productivity and income of farmers in Bangladesh and thereby contributing to food security and rural livelihoods. There are 2 phases of the project and the Agri-Seed project has completed the first phase implementation as well as baseline and midline assessment of the project's interventions. Now, the project is starting the second phase implementation for which it wishes to conduct another set of evaluation of the interventions impact.

In Phase 1, the Agri-Seed project has conducted a baseline assessment with 625 mostly farmers and dealers to understand the context of the field without the interventions. Then it conducted a midline assessment with 296 control and treatment farmers to assess the outcome of the project's interventions jointly implemented with the seed companies, particularly at the farmer's level.

The SEDF funded Agri-SEED project (implemented by IFC) now wishes to conduct a baseline and endline assessment to evaluate the context and outcome of impacts of the interventions jointly implemented with seed companies in Bangladesh. IFC-SEDF is now seeking a local consulting firm/service provider to conduct the baseline survey and assessment to understand the context of the field before beginning of the interventions in the selected regions and an endline survey and assessment after interventions to assess the demonstration results of the interventions of various training and field activities conducted with farmers to give a comparison scenario of before and after interventions effect and also a forecasting trend of the outcome.

The survey evaluation will also include sample interviews with farmers to assess whether or not and to what extent how these project activities help improve their farming and their lives and also the approaches used in the project to reach and encourage farmers to adopt high yielding seed varieties.

IFC is procuring the services of Consultants that will assist in conducting the impact evaluation which will include baseline and end line survey, analysis of the findings and lessons learnt through the intervention.

UNDP: The Study on Key Rights and Entitlements for Poor and Disadvantaged Citizens where the RTI Act can be Effective, October 2013 to January 2014 (Contract No. ADM-250-2013-043).The overall objective of this study is to identify basic rights and entitlements in relation to which poor and disadvantaged citizens face challenges and identifying how RTI act can be used to address these challenges.

The specific objectives of this study are as follows:

  • Identify poor and disadvantaged segments of society
  • Identify general entitlements as citizens from UP and UZ levels
  • Identify specific entitlements for poor and disadvantaged
  • Identify gaps and challenges for the poor and disadvantaged faced for general entitlements
  • Identify gaps and challenges the poor and disadvantages faced for specific entitlements
  • Identify steps linked to RTI that can be used to address above challenges
  • Identify the scope of activities of UP and UZP to overcome the situation
  • Identify the scope of interventions of UZGP and UPGP to reduce the problem

Deprivation is an issue all over the country for many communities. This research will focus on inhabitants of the rural Union Parishad of selected Upazila. This study will mainly focus on the issues that could be addressed at UP/UZP level. It will cover health, education, security, social safety net programme and access to employment.

UNDP: Baseline Study of E-Service System (NESS) under Access to Information (A2i) Programme (Contract No. ADM/250/27/2012), November 2012 to February 2013. The project has established service delivery at 64 District Headquarters and 4,579 Union Parishad. The newly designed National e-Service System (NESS) will primarily include the all 7 Divisions, 64 District Offices, 484 Upazilas, 314 Paurashavas and 9 City Corporations and all the Ministries and Directorate of the country. Nationwide, no research has been conducted on the state of public service delivery and citizens’ perspectives on public service delivery.

To address this shortcoming and to provide baseline data for the A2I 2 programme, this baseline study will provide information about the:

  • perception of citizen's on public service delivery through a perception survey of beneficiaries
  • current state of service delivery through a survey of public service institutions

Part of the quantitative data from the study (and subsequent follow-up surveys) will provide aggregated data for six outcome level indicators of the A2I 2 monitoring system. Qualitative information from the study will be used to monitor and track changes over time linked to the A2I 2 Programme.

UNDP: Socio-Economic Baseline Survey of the Smaller Ethnic Groups in the Chittagong Hill Tracts (CHT), [Ref. CHTDF-2013/PSC03], April 2013 to June 2014: The objective of the survey will be to provide information on the socio-economic conditions of the Lusai, Khumi, Kheyang, Chak, Pankhoa, Bawm, Tanchangya and Mro communities living in the CHT. This survey will provide benchmark information will guide and inform dialogue on policy issues at the institutional level involving national and regional institutions such as MoCHTA, CHTRC, HDC Upazila and Union Parishad and other development agencies.

To ensure the overall objective above, the survey will address the following:

  • To assess the socio-economic conditions of the above mentioned ethnic groups including their education status; perception of the land management and ownership system, including the present land ownership situation; challenge facing the traditional economy, its transition and livelihood options. Propose suggestions and recommendations for possible interventions with clear guidelines;
  • Identify the overall representation and participation of the small ethnic groups, including women from the respective communities in CHTDF, traditional and local government institutions, including CHTRC, HDC, as well as their interactions with the key institutions and provide appropriate recommendations to promote their participation and voice in development and governance;
  • Identify the overall challenges facing the small ethnic groups including the management of food crises, barriers towards enrolment in institutions of higher education, status of basic services as well as recommendations for remedial interventions and a roadmap to improve the situation;
  • Review and analyze the present development interventions scenario by the government and development partners and identify the main challenges;
  • Disseminate the survey findings to the relevant institutions, development partners as well as donors to raise awareness and sensitize them to these issues.

UN WOMEN - External Market Analysis for Women Migrant Workers under Promoting Decent Work through Improved Migration policy and its Application in Bangladesh (Contract No. IC/28/2013), December 2013 to May 2014: While the analysis of employment market is a necessity in order to plan a skilled workforce, the formal mechanisms for such an exercise are not fully in place and therefore, this initiative will be one of the first of its kind. The exercise needs to take into account the existing systems/ structures in place and suggest realistic improvements as well as potentials for replication. Therefore, the analysis will cover the following specific tasks:

  • Prioritizing one country of destination on the basis of available data corresponding to the overseas employability and suitability for both individual woman worker as well as the national available resources;
  • Identify methods and tools for data collection and analysis, research questions, scope and limitations of the methodology. This may include a reference to any method already developed and tested in similar exercises as good practice. The development of the methodology should be guided by the need to bring out information for future replication for other destination countries as well as decisions regarding needs for vocational trainings;

The market analysis should include but not limited to the following information:

  • Current employment scenario in the destination country including opportunities for foreign workers by types of occupation;
  • Information on salary structure and trends for next 2 years (pay projections, labour rights and protections, access to other services/benefits etc.);
  • Entry and employment requirements for foreign workers;
  • Current rules and regulations for migrant workers and common human rights practices for women in the country;
  • Diagnosis of risks and vulnerabilities for women workers with regard to occupational safety and health, and other gender based vulnerabilities;
  • Potential for matching with supply opportunities from Bangladesh
  • Potential effects and implications within the stages of migration cycle;
  • Summary and recommendations including a suggestion for formal mechanism to collect and preserve the information and future updating.

UN WOMEN: Mapping of Service Providers and Designing of a Comprehensive Program on Return and Reintegration of Women Migrant Workers from Bangladesh (Contract No. IC/04/2014), February 2014 to July 2014: The assignment is divided into 4 major components which are: (i) a section containing an assessment of the needs and potentials of the services required for designing such a scheme in the home country; (ii) the study will also need to list down the existing services available including the providers on a geographical setting (Dhaka and the divisional towns/areas prone to women migration); (iii) based on the information gathered in the first two sections, propose the design of a comprehensive package for re-integration and referral services for women migrant workers covering the various needs: business training, employment, psycho-social counselling, legal services, health and medical support. The proposed design framework should also contain an estimated costing for the proposed packages and the mechanisms to implement them; and (iv) develop standard operating procedures for the re-integration and referral services.

UNWOMEN: Budgetary Review on Addressing Violence against Women (VAW) of the 11 Ministries under the MGD Joint Program, April 2013 to June 2013: The main objectives of this analysis are to ensure appropriate and higher allocation of resources in the budget to mitigate VAW effectively and implementation of Domestic Violence [Protection & Prevention] Act 2010. Additionally the analysis would help in the following ways:

  • Firstly, to understand how well VAW issues are addressed in the activities of these eleven ministries by analyzing the current policies, projects, programs and activities of these ministries. In this context all the activities of these eleven ministries will be analyzed to identify gaps and missed opportunities to address VAW prevention and mitigation and implementation of Domestic Violence [Protection & Prevention] Act 2010.
  • Secondly, to make comprehensive recommendations on how the current interventions can support the leadership in the Ministries and build national capacity and commitment to define, cost and fund an integrated package of support services for women and girls who have experienced violence These benefits will be in terms of both prevention and mitigation of VAW and also providing support services for VAW survivors. The budgetary implications of these activities will also be identified.
  • Finally, to make comprehensive recommendations on what additional activities can be undertaken and identify advocacy strategy for budgetary allocations in next two years.

DFID: Infrastructure in Bangladesh: Inputs for Project Design, February – June 2013:

  • The objective of this contractual engagement is to gather and analyse information that will determine the scope and design of DFID’s infrastructure project under the growth and private sector pillar. Specifically, based on desktop research and fresh stakeholder observations, the consultants will recommend (a) which areas of infrastructure (from Section 1.4) are likely to attract the most investment; (b) be the most transformational for Bangladesh; (c) what role funds for feasibility studies and transaction advisory services can play in kick-starting the areas of infrastructure selected, and (d) what should be the approach to a public-private forum to steer the implementation of the specific infrastructure projects. In addition, the consultant will be required to make recommendations on how this project can maximise the benefit of the improved infrastructure to the poor, disabled and women, and foster integrated global planning.
  • These recommendations will feed into the design of programming options which support an improved infrastructure in Bangladesh that leverage private funds for infrastructure projects.
  • This project assumes – based on substantial previous analysis of Bangladesh and international examples – that providing infrastructure on a public-private partnership basis is an important key to solving Bangladesh’s infrastructure constraints, and that given the new mandate and political will behind the PPP Office that a PPP regulatory framework will be successfully implemented in Bangladesh. Therefore, it will not be the task of the consultants to challenge these basic assumptions. Rather within these parameters, the consultants will make recommendations on how to maximise the enabling political economy for infrastructure through PPPs, any related investment promotion issues for attracting private partners to PPPs, and maximising the positive impacts to businesses, the poor and other disadvantaged populations of PPP provision for infrastructure through the programme design. The consultants will use the definition of “PPPs” used by the PPP Office under the Prime Minister’s Office.

JICA: Study for the Study on the Agricultural Finance in Bangladesh, February 2013-May 2013. The objective of the study is to: (1) review the donor funded agricultural credit program for the small, marginal farmers, share croppers and small-scale enterprises of agribusiness on the following issues: Objectives of program, Sponsors and target borrowers, Terms and conditions of relending to the MFI/BANKs and banks, Criteria for selecting the MFI/BANKs and banks, List of participating the MFI/BANKs and banks, Financial status of the program; (2) analyze financial sustainability of participating/candidate MFIs and banks in the credit program. The small scale enterprise is defined as the employee is less than fifty people.

WB/Bangladesh Bank: Environmental Assessment (For Seven Small Power Plants), Investment Promotion and Financing Facility (IPFF) Project Cell, Bangladesh Bank, Package S19A(C1), July 2012 to December 2013. The purpose of consultancy service was to provide guidance to the investor to prepare EIA in compliance to WB and DOE requirements and ensure the effective implementation of EMP.

GOB: Survey on Selected Tourism Activities of Bangladesh, November 2012 to June 2013. The main objective of the study is to capture reliable data from secondary sources and through conducting sample survey as a part of developing a pilot tourism satellite accounts for Bangladesh. The reference period would be the financial year 2010-11. The specific and detailed objectives of the study do not limit but include the following:

  • To provide a coherent and credible set of tourism accounts that can also be compared internally across countries;
  • To develop quantitative estimates of tourism value added, thus analyse the important of tourism in economy;

Rajshahi City Corporation (RCC): Feasibility Study for Widening and Improvement of the Road from Rajshahi Kalpana Hall to Talaimari More, September 2013 to January 2014. The major objective of this study is to conduct a feasibility study for the proposed improvement and capacity enhancement of the existing “Rajshahi Kalpana Cinema Hall to Talaimari More” road from existing 2-lane traffic capacity to a 4-lane capacity for meeting the growing current and future demand for transports. The current study, however, includes estimating potential benefits and costs of the project, calculating net present value of the proposed infrastructure investment, and estimating the Internal Rate of Return for the proposed investment.

UNDP: Evaluation of Village Court Performance at Beneficiaries End, August 2013 to November 2013 (Contract No. ADM-250-2013-032). The overall objective of the project is to improve access to justice for disadvantaged and marginalized groups and enhance human rights systems and processes in Bangladesh. The specific objectives are:

  • To empower women, the poor and disadvantaged groups to seek remedies for injustices, and to enable justice institutions to be responsive to claims;
  • To promote and protect human rights security through a human rights-based approach to development in programming and delivery;
  • To empower citizens to resolve their disputes at the local level in an expeditious, transparent and affordable manner; and
  • To strengthen local government institutions to be responsive to local needs and offer appropriate legal service through well functioning Village Courts.

The purpose of this assignment is to strengthen aid mobilization, coordination and management capacities of the Economic Relations Division (ERD). In this regard, the assessment and its expected results are meant to raise awareness in ERD about the need for change and to enable the Government to decide on the scope and modalities of the capacity development programme, as well as to enable Development Partners to decide on the scope and modalities of their support.

FAO: Crop Yield with Cost-Benefit Analysis and Economic Impact on Mechanization Equipment and Irrigation Structures of Crops Beneficiaries in SIDR-Affected Areas, Contract UTF/DGD/040/BGD, November 2012 to December 2012. Objective of the study is to assess the crop yield occurred due to providing seed and fertilizer support from ECRRP project. The study will also assess the economic performance of the mechanization equipment and irrigation structures provided by the project. Study is done thorough field survey and investigation in 13 SIDR affected Upazila of the southern part of Bangladesh.

UNDP: Evaluating Village Court Performance at Beneficiaries End, February 2012 to May 2012 (Contract No. ADM/250/01/2012). In order to ensure access to justice and facilitate social justice to the poor and vulnerable people, Government of Bangladesh (GoB) has been implementing a project titled “Activating Village Court in Bangladesh” with the financial and technical support from EC and UNDP Bangladesh. The aim of the project is to provide support to the local level justice system through Activating Village Courts in 500 Union Parishads (UPs) of the country. This is a five year project which started from January 2009. The project contracted partner NGOs for field level implementation to support LGD. Mainly they are conducting awareness program and supporting the beneficiaries and service providers to achieve the target of the project. By this time 4 NGOs have been contracted to carry out works at four divisions. There are four technical components; Review of Legal Framework, Capacity Development, Advocacy and Communication, and Monitoring & Evaluation gas been working to reach the objective of the project. Many planned activities under the above mentioned components have already been completed. Draft review report on Village Court Legal Framework has been prepared and policy advocacy has initiated for necessary amendments and is waiting for approval by the lawmakers. Under the project, village courts have been providing an accessible and economical local level judicial service for the people.

FAO: Baseline Survey and Need Assessment of Crops Beneficiaries in SIDR-Affected Areas, Contract No. FAOBGD2012-029, January 2012 to April 2013 : The overall objective of the Social Assessment and Need Assessment of the target communities is to understand the social make-up of the assisted communities and the needs of the farmers, 3 years after cyclone SIDR affected the region. These surveys will focus on income, expenditure, employment, education, skills, living standards, assets, and other socio-economic and cultural aspects (gender issues, religious) prevailing in the targeted communities. The crops Baseline Survey of the crops beneficiaries is to assess the baseline situation of project beneficiaries from the crops sub-component (horticulture, cereal crops, mechanization/irrigation groups), in addition to clarify the ownership, experience in cultivating various improved cereals and horticulture crops, women in horticulture and the utilization of improved agriculture technologies, irrigation and mechanization will also need to be assessed.

WB –GoB: Implementation of Uniform Financial Management System (UFMS) under Rural Transport Improvement Project (RTIP), Local Government Engineering Department (LGED), Ministry of Local Government, Rural Development and Cooperatives, October 2011 to September 2012: The overall objective of these consultancy services is to help the LGED to rapidly complete testing, limited enhancement and RTIP-centered training, and (if satisfactory to that stage) then roll-out and implementation of the UFMS as its standard ‘project-FM’ software LGED-wide for the time being, inclusive of necessary user training/re-training, implementation support and limited HQ-level capacity building for sustainable UFMS system support and administration henceforth.

World Bank/LGD-GoB: Undertake Final Survey and Policy Development Regarding the Functioning of Union Parishads under Local Governance Support Project (LGSP) [Contract Package No. S-4501], April 2011 to June 2011: The objective of the survey is to measure the status of current functioning of UPs, as well as regarding the accountability and responsiveness of UPs to their citizens at the end of project period, to evaluate the project (LGSP) and to prepare a baseline for the LGSP's successor project (LGSP-Il).

The study will be implemented through sample survey. The UP sample will include three types of UPs: UPs that were part of a pilot Sirajganj Local Governance Development-Fund Project (LGSP-LIC); UPs that are part of third year LGSP implementation; and UPs that are part of fourth year LGSP implementation.

E&Y, India: Public Expenditure Tracking Survey (PETS) under Roads and Highways Department (RHD) of Bangladesh, May 2011 to June 2011:The objective of PETS/SR is to establish the credibility of the reform process being implemented in the highways sector by the MoC and RHD and thereby building a basis for future investment in the sector by the GoB and development partners.

It will take form of the following steps:

  • Developing and applying a PETS/SR methodology designed for the roads sector;
  • Using the methodology, provide as objective as possible an assessment of the adequacy, appropriateness, and effectiveness of the highways maintenance and development spending;
  • Assess whether the targets established for the pilots in the Comilla circle and Dhaka-Chittagong corridor have been achieved;
  • Recommend further measures to be taken by the MoC and RHD, including measures that can be supported by SPEMP, to strengthen service delivery and improve governance within the highways sector and to improve allocation and execution of highways development and maintenance funds. In particular, the recommendations should suggest ways of integrating the analysis of recurrent and development budgets in the sector, specifically the disbursement of funds for maintenance from the revenue budget and for investment from the development budget;
  • Recommend how accountability mechanisms could or should be improved in the sector, including measures to institutionalize PETS/SR and other monitoring and evaluation processes as permanent features of highways management;
  • Review and assess the possible roles a Road Fund and Road Agency could play in strengthening the effectiveness and efficiency of the highways development and maintenance spending and governance of the sector.

EC: Defining Health Financing Options in the Health, Nutrition and Population Sector Programme (HNPSP), Bangladesh, 2009 to 2011:The global objective of the is to provide support to identify pilots projects for scaling up and develop innovative models for health financing, which are ready to be tested in pilot projects. The specific objectives are:

  • Provide the Government-Donor-Task-Group on Health Financing and / or the donor group in the health sector with high quality analytical and advisory work on health financing issues.
  • Contribute to developing or adapting the strategies of planned or ongoing pilot projects and to drafting health-financing strategies for the time after the end of HNPSP.
  • Deliver relevant messages on health financing issues to various levels (national, district, sub-district) of the public health service in response to requests by the above mentioned task group or by relevant donor groups.

Mid-Term Review (MTR) of Secondary Education Quality and Access Enhancement Project (SEQAEP) [Credit No. 4475 BD], Quality Component-Related Activities, May 2011 to June 2011:The objectives of the Mid-Term Review are:

  • To assess the overall implementation progress towards achieving the project development objectives;
  • To undertake rapid assessment of PMT implementation modality;
  • To review the overall and component-wise implementation arrangements; and
  • To make recommendations based on lessons learnt.

IFC: IP Materials and Financial Analysis, Bangladesh, October 2009 January 2010:The objective of this activity will be to identify rates that should be charged for the rental of land and space in standard factory buildings that reflect the following:

  • Actual costs – the Consultant will undertake an analysis of the true cost structure of Bangladesh Export Processing Zone Authority (BEPZA), both at headquarters and at each of the Export Processing Zone (EPZ) sites to determine which rate would allow BEPZA to cover its costs and which rate would yield a profit.
  • Market costs – the Consultant will perform a benchmark of comparable economic zone rental costs in competitor countries to include Vietnam, Thailand, India and China and two to four more countries, as well as comparable costs of land and industrial buildings for rent in Bangladesh. A range of land and building rental rates will be identified that represent what the market will bear for similar rates in each of Bangladesh’s EPZs.

WB: Qualitative Evaluation of Reaching Out of School Children (ROSC) Project (Package – S-8.1), January 2010 to October 2010:The objective of the qualitative evaluation is to assess effectiveness of the delivery of services and products to ROSC student. This will include the assessment of how each agency (LC/SMC, ESP, ERP, UEO, Sonali Bank and ROSCU/DPE) implemented agreed roles and responsibilities in both the Grant only and Grand and Allowance modalities of ROSC project.

WB: Implementation of Immediate Action Plan of Power Sector Financial Restructuring and Recovery Plan, January 2008 to August 2008: Power Sector Development Technical Assistance Project is being undertaken to evaluate the programs and performance of BPDB, DESA, and DESCO; set the functions and roles of the these organizations in the changed environment of Bangladesh power sector reform and restructuring, and determine the relationship and cooperation among these organizations and other electricity entities focusing commercial outlook in the light of sustainability.
